  2. Command-line utility to convert 16 bit, 
  3. .WAV files to a compressed format 1/4th the
  4. original size. The Decoder is used to 
  5. restore the compressed file back to it's 
  6. original format. Although this is a
  7. "lossy" algorithm, you will probably not
  8. be able to hear any difference.
